Lutemos filatelicamente por TIMOR / Let’s fight philatelically for TIMOR

Lingua Portuguesa

Our present concern, following what has been happening in Portugal in the past weeks, has to be focussed on the recent events in Timor and how philately can contribute to increase international solidarity and reinforce the repulsion for the crimes against the Humanity committed by the Indonesian military forces, police and their policies.
Most probably, our voice will be in consonance with the views of others in the philatelic sphere, as the brutality of the events will certainly join us in similar feelings and words of denounce.

Timor Loro Sae represents a people’s dignity built in the faith, courage and suffering experienced during a quarter of a century of Indonesian repression. It’s the outcry of a general rebellion against the brutality of the aggressors by the end of the second millennium. It is the unanimous solidarity of the Portuguese people demanding a more human, solidary and committed world.
We watched with obvious satisfaction the initiative taken by the Portuguese Post Office. Following the issue, in 1996, of a stamp «For the rights of the People of Timor», with the participation of the Portuguese Ministry of Education and the involvement of young people, a series of interesting initiatives were taken, showing concern, creativity and social awareness. Such was the case of tax paid covers and writing paper, sold at 20.00 PTE, bearing the inscription «NÃO PODE ESPERAR - TIMOR - CAN NOT WAIT», and of a banner with the same sayings to be used for indefinite time.
In spite of these initiatives, we consider the issue of a stamp edition dedicated to Timor, emphasising the four more important moments of its recent history: the confirmation in the ballot of their will for independence; the denunciation of human rights violations; the unequivocal expression of solidarity of all peoples and the international acknowledgement of these events.

Nevertheless, the true battle, a philatelic one, is going to be fought in the next months and it concerns the International Exhibition INDONESIA 2000, which will be held in August next year. This is a complex battle but worthy of every effort. We believe that all Portuguese and foreign philatelists should use this event to show their indignation concerning the recent events.
We are quite certain that Portugal should not participate in this event. Nevertheless, this decision cannot be left to the free will of each exhibitor or to individual initiative, not that those initiatives are not important, but because there are other ways to express this fight with a bigger and more meaningful impact. More than just a non-presence, it is a deliberate absence, a clear and unequivocal position assumed by the competent Portuguese philatelic representatives, namely the Portuguese Philatelic Federation, after having consulted the philatelic associations.
But we cannot be satisfied just with the Portuguese absence in the Exhibition. It is necessary to widen the scope of this protest, developing urgent diplomatic efforts close to the other national federations and with the International Federation of Philately, so that they too take the same stand. This will surely represent diverse confronting positions. Without any doubt, it is a difficult task, but that can not justify not taking a stand on this issue. The adoption of this position by the philatelic structures of countries such as Australia and New Zealand, where there has been a growing public and political awareness of these events, would be of the utmost importance. As someone said, we are not dealing with a political issue but with a humanitarian one.
Although we are taking this stand against Indonesian repressive forces and against the State of Indonesia, there is nothing that moves us against the Indonesian people and its philatelists. They too are used by the present regime and by the power struggles against its people. Thus, and because we believe in solidary and peaceful relationships between all philatelists, we defend that the Portuguese stand should be explained to the Indonesian federative structures, showing that we have nothing against the people and the philatelists of that country.

Portuguese philately has been going through a serious crisis. There are various reasons for this situation, still, we believe that the Portuguese Federation of Philately has a large responsibility in the process, for not clearly stating their views, for establishing a certain "clientele" leaving out the great majority of Portuguese stamp collectors, for not differentiating between what are the responsibilities of a federation and what concerns the philatelic associations and, particularly, for showing a discriminatory behaviour and absence of the most elementary democratic principles.
Because nothing lasts forever, because there are righteous and honest men in the structures of the Portuguese Federation, men who are devoted to philately, we truly believe that this situation can be changed. The position that will be taken concerning the issue of Timor might be the change in its internal dynamic or the definite burial of good will.

WE WILL KEEP FIGHTING FOR TIMOR
